    州（States）和领地（territories）根据各地情况都有自己州的紧缺职业列表（这些职业必须在 GSM SOL 中，但不必在 MODL 和 CSL中），州和领地可以担保自己紧缺的职业并且担保的紧缺职业名额没有限制，同时可以担保不超过 500 人的非紧缺职业申请者。对于非紧缺职业申请者需要直接与州或领地政府联系，如果您觉得自己的职业和资质都还不错，就可以试着直接跟澳大利亚的州政府联系。
 
    CSL 职业集中在建筑（building trades），信息技术（information technology professionals）,工程师（engineers）和医疗职业（medical professionals），职业类型数少于各州的紧缺职业类别。对于会计职业（Accounting）如果要想得到优先处理必须雅思单项不低于 7 分（申请前 2 年之内的成绩有效），和/或完成一年的 SMIPA （skilled migration internship program – accounting）。2007-08 澳大利亚审批的移民中有 23,424 属于CSL。

    临时性移民签证优先处理顺序（provisional applications）：

    . 州担保（state or territory sponsorship）
    . 申请职业在 CSL 中的家庭担保（family sponsorship where the applicant’s occupation is listed on the CSL）
    . 其他类别（and then all other applications）
 
    永久性移民签证先处理顺序（permanent applications）：

    . 雇主担保（employer sponsorship）
    . 州担保（state or territory sponsorship）
    . 优先处理职业（an occupation on the CSL）
    . 紧缺职业（an occupation on the MODL）
    . 其他申请（and then all other applications）
